HSC is a public authority and local official that operates under the Community Investment Act of 2024, a board of trustees acting as a local governmental agency. It was created as an ordinance for checks and balances for community investments, lending policies, and procedures.

Federal Registry.
HSC Corporate compliance provides securities registration for its investment directly or indirectly; In whole or in part with collateral. This includes credit for margin stock and cash for revenue bonds that’s regulated under the SEC, OCC and Federal Reserve Bank pursuant to Regulation U.
Local and State Registry
HSC use local clerk of courts, state and federal registry to hold government securities, and give public notice of businesses, projects, and investments; that also gives an additional source of proof, in reference to acts of sales, security agreements, and trust agreements with government guarantees.
Audits and Reports
HSC is open for regular annual audits, reports, and bank records to be file with state and federal regulatory agents under rules of international, national, state and local law.
